Deputy Chief Minister Nemcha Kipgen issued a formal condemnation on April 24 of an armed attack on Mullam village in Ukhrul district, describing it as a cowardly assault that devastated civilian homes and injured women and children.
KANGPOKPI — Deputy Chief Minister Nemcha Kipgen on Thursday issued a strong condemnation of an armed attack carried out on the same day at Mullam village in Ukhrul district, describing it as a brutal and cowardly act that devastated homes, destroyed properties, and left many innocent civilians injured, including women and children.
In a signed statement issued from Kangpokpi, Kipgen — who holds charge of Rural Development and Panchayati Raj, Tribal Affairs and Hills under the Manipur government — said the senseless violence unleashed by armed miscreants constituted not only an inhuman act against unarmed villagers but a direct assault on the fabric of society.
¦ CONDEMNATION AND SOLIDARITY WITH VICTIMS
Kipgen extended her deepest solidarity to all victims and affected families, saying the pain of those who had lost their homes, security, and peace was profoundly felt. She said she stood firmly with every affected individual, with particular mention of the women and children who bore the brunt of the tragedy.
“Such barbaric acts against unarmed villagers are not only inhuman but also a direct assault on the very fabric of our society.”
The Deputy Chief Minister described the hour as one of grief and suffering, and affirmed her personal commitment to standing with those affected by the violence.

¦ APPEAL FOR RESTRAINT AND COMMUNITY UNITY
Kipgen made a strong appeal to all communities to exercise utmost restraint and uphold peace, warning that violence offers no solutions and only deepens wounds, erodes trust, and obstructs progress and lasting development. She called on people across communities to reject hatred and retaliation and to unite in the work of rebuilding and moving forward.
“Violence does not offer solutions — it only deepens wounds, erodes trust, and stands as a major obstacle to progress, development, and lasting peace.”
She concluded with a call for collective resolve against violence and a commitment to working toward a peaceful, secure, and prosperous society for all.
¦ CONTEXT: ESCALATING VIOLENCE IN UKHRUL DISTRICT
The attack at Mullam village is the latest in a series of violent incidents that have struck civilian settlements across Ukhrul district in recent weeks. The district, home to the Tangkhul Naga community, has seen a sharp deterioration in security since early February, with earlier attacks recorded at Litan, Laho, Sinakeithei, Sikibung, and Thawai. On April 18, two Tangkhul Naga civilians — including a retired Naga Regiment soldier — were killed in a suspected militant ambush on the Imphal-Ukhrul highway near TM Kasom, drawing widespread condemnation from civil society organisations and the government.
Kipgen's condemnation of the Mullam attack is notable given that several civil society bodies have previously called for her resignation over the security situation in the hill districts, citing alleged violations of the Suspension of Operations agreement by armed groups linked to communities she politically represents. Her statement makes no reference to the identity of the attackers or the specific circumstances of the Mullam incident. Further details on casualties and the nature of the attack were not immediately available.
