Manipur-born bureaucrat and diplomat Dr. Yumnam Arun Kumar has assumed charge as Secretary of the Delhi Legislative Assembly Secretariat after serving in key parliamentary and diplomatic roles.
Imphal, June 17: Manipur-born bureaucrat and diplomat Dr. Yumnam Arun Kumar has taken charge as Secretary of the Delhi Legislative Assembly Secretariat, marking a significant achievement for the state in the field of public administration and parliamentary affairs.
Dr. Arun Kumar assumed office yesterday morning after serving as Director in the Lok Sabha Secretariat, where he headed the Conference and Protocol Branch, one of the key divisions responsible for coordinating high-level parliamentary engagements and official events.
He completed his schooling at Air Force School in New Delhi before pursuing higher studies at Panjab University. He earned both M.Phil and Ph.D. degrees, with his academic research focusing on tribal development administration in Manipur. He also obtained a specialization in International Law from Delhi University.
With more than two decades of experience in legislative administration and diplomacy, Dr. Arun Kumar began his career as a Group ‘A’ Officer in the parliamentary system. During his early years, he assisted several important parliamentary committees, including the Public Accounts Committee, gaining extensive experience in legislative procedures and governance.
During his tenure in the Lok Sabha Secretariat, he handled national protocol responsibilities and coordinated bilateral parliamentary delegations. He also served as a faculty member of the Parliamentary Research and Training Institute for Democracies (PRIDE), contributing to the training and capacity-building of parliamentary officials and stakeholders.
Dr. Arun Kumar's professional career also includes significant diplomatic assignments. Having travelled to more than 50 countries, he served as Deputy Secretary (UNES) in the Ministry of External Affairs, where he represented India in various international forums and engagements.
In that role, he managed strategic matters related to the United Nations General Assembly in New York, the United Nations Human Rights Council in Geneva, as well as engagements involving UN Women, UNICEF and the Commonwealth Parliamentary Association in London.
His appointment as Secretary of the Delhi Legislative Assembly Secretariat is being viewed as a notable achievement for Manipur, reflecting the growing presence of professionals from the state in key positions within national institutions.
