MLA R.K. Imo Singh urged Union Home Minister for swift NIA investigation into Tronglaobi killings and pre-census reforms including NRC completion, removal of bogus voters, and constitutional protection for 40 valley seats.
IMPHAL – Sagolband Assembly Constituency MLA R.K. Imo Singh today submitted a representation to the Union Home Minister, Government of India, urging swift and time-bound investigation by the National Investigation Agency (NIA) into the recent tragic killings in Tronglaobi, Bishnupur District, and calling for urgent pre-census electoral reforms in Manipur.
In his representation, MLA Imo Singh drew the Home Minister's urgent attention to the recent killings in Tronglaobi, describing the incident as one that has deeply shaken the conscience of the nation. Noting that the NIA has promptly undertaken the investigation, he requested that appropriate measures be initiated to ensure justice for the departed souls and their family members in accordance with the procedures prescribed by law, including a comprehensive crackdown on all terror outfits involved. He emphasised that timely action would not only restore public confidence but also reinforce the rule of law in the region.

On the matter of the Indian Census, MLA Imo Singh stated that owing to the recent conflict in the state, it would be extremely difficult to ensure accurate house listing, as thousands have been rendered homeless and are currently residing in relief camps. He urged that the census be conducted only after the proper relocation of those staying in relief camps to their original homes, to ensure accuracy in demographic data collection.
The MLA outlined three critical reforms that he urged must be completed prior to the census to ensure fairness, accuracy, and integrity in representation.

Completion of NRC: MLA Imo Singh stressed that the National Register of Citizens process must be completed in Manipur to identify genuine citizens of India and the state, describing it as fundamental to ensuring that democratic representation is reserved solely for bonafide citizens.
Removal of Illegal Immigrants and Bogus Voters: He appreciated the Central Government's ongoing efforts to detect and identify illegal immigrants and urged their completion at the earliest to ensure a more robust voter base in Manipur. He further called for electoral rolls to be scrutinised to eliminate discrepancies caused by bogus or fake voters, noting that instances of anomalies in voter lists have already been reported and require immediate rectification before delimitation begins. On the Election Commission of India's initiative to link Voter ID with Aadhaar, he termed it a commendable step but stressed that fake Aadhaar cards must first be identified and eliminated in Manipur before reliable linkage can be ensured. He noted that the then state government under Chief Minister N. Biren Singh had uncovered 65,000 fake Aadhaar cards, calling it an alarming revelation that poses a grave threat to the rights and identity of the indigenous people of the state.
Constitutional Protection for 40 Valley Seats: The MLA urged that constitutional protection be provided for the 40 Assembly constituencies in the valley region of Manipur, which are currently categorised mostly as general seats. He argued that this step is essential to safeguard the rights and representation of the indigenous valley population, prevent demographic imbalance, and preserve the socio-cultural identity of the region, noting that various seats are already reserved for the hill areas.
Concluding his representation, MLA Imo Singh urged the Home Minister to intervene to ensure expeditious completion of the NIA investigation and to prioritise the completion of these critical reforms in the larger interest of peace, stability, and constitutional integrity, preferably before the commencement of the census.
