CM Khemchand Singh urges public to reject violence, announces stronger police modernisation

Manipur CM Yumnam Khemchand Singh appealed for peace and flagged off 477 new police vehicles under a Rs 196.61 crore modernisation initiative.

Imphal, May 25: Chief Minister Yumnam Khemchand Singh on Sunday appealed to the public to reject violence and support peace efforts in the state while announcing further strengthening of Manipur Police through a major modernisation initiative involving 477 newly acquired vehicles. The Chief Minister flagged off the vehicles at the 1st Battalion Manipur Rifles Parade Ground in Imphal under the “Assistance to States for Modernisation of Police” scheme.

Addressing the programme, Khemchand Singh said the induction of the new fleet marked an important step towards improving policing infrastructure, particularly in the hill districts, and enhancing emergency response capability across Manipur. A total of 477 vehicles were inducted, including motorcycles, Bolero and Bolero Neo vehicles, Tata Yodha vehicles, Mine Protected Vehicles, Tata trucks, Tata 407 vehicles, Mahindra buses, bulletproof Rakshak vehicles, water tankers and HMR vehicles.

The Chief Minister said peace and security could not be maintained without strengthening the police force and modernising policing infrastructure. Referring to the violence that broke out in the state on May 3, 2023, he said personnel of Manipur Police had carried out their responsibilities with dedication and courage under difficult circumstances. He stated that many police personnel had risked their lives while working to control violence and restore normalcy in the state. Khemchand Singh further informed that the Ministry of Home Affairs had approved Rs. 196.61 crore for police modernisation projects in Manipur on October 31, 2025.

According to him, the state government remains committed to strengthening the police department and improving the welfare of police personnel. He said the government had enhanced ration money and uniform allowances for police personnel, which had remained unchanged for a long period. The Chief Minister also lauded the efforts of Rajiv Singh and his team for initiating large-scale police modernisation efforts in the state.

Appealing to the public to maintain peace, Khemchand Singh urged people not to engage in violent or provocative activities during agitations and rallies. He called upon all sections of society to cooperate in restoring harmony and stability in Manipur. The Chief Minister also expressed gratitude to the Army, Assam Rifles, Central Reserve Police Force, Border Security Force, Indo-Tibetan Border Police and Sashastra Seema Bal for supporting security operations and maintaining law and order in the state.

Speaking at the programme, Home Minister Govindas Konthoujam said the initiative reflected the vision of Prime Minister Narendra Modi and Union Home Minister Amit Shah towards strengthening police forces across the country.

DGP Rajiv Singh stated that 54 per cent of the newly inducted vehicles would be allocated to hill districts while 46 per cent would be deployed in valley districts to improve operational efficiency and mobility.

The DGP also highlighted the activities of the Anti-Extortion Cell and anti-drug operations conducted by Manipur Police, besides stressing the importance of public cooperation and intelligence gathering in maintaining peace and security.

The programme was attended by Deputy Chief Minister Losii Dikho, ministers, MLAs, Chief Secretary Puneet Kumar Goel, Security Advisor Kuldiep Singh, senior police officials and officers of different security agencies.
