ECI announces Special Intensive Revision of electoral rolls in Manipur with July 1, 2026 as qualifying date; final roll to be published on September 6.
Imphal, May 29: The Election Commission of India (ECI) has announced a Special Intensive Revision (SIR) of the electoral roll in Manipur with July 1, 2026 as the qualifying date, according to a press note issued by the Office of the Chief Electoral Officer (CEO), Manipur on Friday.
The revision exercise is being conducted under Article 324 and Section 21 of the Representation of the People Act, 1950.
According to the schedule released by the CEO’s office, training and printing of enumeration forms were conducted from May 20 to May 29, while house-to-house visits by Booth Level Officers (BLOs) for the enumeration phase will continue from May 30 to June 28, 2026.
The rationalisation of polling stations is scheduled to be completed by June 28. The draft electoral roll will be published on July 5, followed by the period for filing claims and objections from July 5 to August 4. The notice and verification phase will continue from August 5 to September 2, while the final electoral roll will be published on September 6, 2026.
The CEO’s office stated that the Special Intensive Revision is aimed at maintaining the integrity of the electoral roll to ensure that no eligible citizen is left out and no ineligible person is included.
As part of the preparatory phase, meetings with recognised political parties were held at the state, district and Assembly constituency levels. A meeting with state-level recognised political parties was conducted on May 16 at the conference hall of the Chief Electoral Officer in Lamphelpat, where the SIR process was explained in detail.
Political parties were requested to appoint Booth Level Agents (BLAs), who will work closely with BLOs during the enumeration phase.
The Election Department has also conducted training programmes for 16 District Election Officers (DEOs), 60 Electoral Registration Officers (EROs), and 81 Assistant Electoral Registration Officers (AEROs). Similar training was imparted to district election staff, BLO supervisors and Booth Level Officers. Orientation workshops were additionally arranged for Booth Level Agents.
Helpdesks have been established in all 16 districts to assist electors in searching previous SIR records and filling up enumeration forms.
The press note stated that printing of enumeration forms for all existing 20,93,076 electors has been completed.
During the second phase, 2,956 BLOs will conduct house-to-house visits to distribute partially-filled enumeration forms in duplicate to all existing electors. Electors have been requested to provide details from the last SIR records for themselves or relatives in the forms.
One copy of the filled-up form will be collected by the BLO, while the second acknowledged copy will remain with the elector. The CEO clarified that no documents will be collected during the enumeration phase.
Electors can also download and upload filled-in enumeration forms online through the official voter portal and the ECINet mobile application.
The CEO’s office said electors can search their last SIR records through the ECI website and the official website of the CEO, Manipur. Printed hard copies of the 2005 SIR electoral rolls are also available with BLOs to assist voters.
Citizens can additionally use the toll-free Voter Helpline Number 1950 or the “Book a Call with BLO” facility available online.
The press note further stated that BLOs will identify electors whose enumeration forms are not returned and record probable reasons for non-submission, including Absent, Shifted, Death or Duplicate (ASDD). The ASDD list will be displayed on ERO notice boards and published on the CEO’s website.
According to the CEO’s office, only those electors whose enumeration forms are received will be included in the draft electoral roll to be published on July 5.
The public has been urged to file claims and objections during the designated period. Electors unable to submit enumeration forms within the specified time may apply for inclusion through Form 6 along with the prescribed declaration form.
During the verification phase, Electoral Registration Officers will scrutinise the eligibility of proposed electors and issue hearing notices to individuals whose details cannot be linked with previous SIR records or where discrepancies are found.
The CEO’s office clarified that no elector will be deleted from the draft roll without being given an opportunity for hearing.
The final electoral roll will be published on September 6 after disposal of all claims and objections. Copies will be made available online, at ERO offices, through BLOs, and to recognised political parties.
The press note also informed electors that appeals against decisions of Electoral Registration Officers can be filed before the District Magistrate under Section 24(a) of the Representation of the People Act, 1950, and subsequently before the Chief Electoral Officer under Section 24(b).
Chief Electoral Officer Arun Kumar Sinha stated that the SIR process is a participative exercise involving electors, political parties and election officials. He appealed to recognised political parties to ensure active participation of Booth Level Agents to maintain transparency in the exercise.
