The Election Commission has started the Enumeration Phase of the Special Intensive Revision in Odisha, Mizoram, Sikkim and Manipur.
Imphal, May 31: The Election Commission of India (ECI) has started the Enumeration Phase of the Special Intensive Revision (SIR) of electoral rolls in four states — Odisha, Mizoram, Sikkim and Manipur — according to a press release issued by the Press Information Bureau on Saturday.
The exercise officially began on May 30 and is being carried out under powers granted to the Election Commission under Article 324 of the Constitution and provisions of the Representation of the People Act, 1950.
According to the Commission, the main objective of the Special Intensive Revision is to ensure that no eligible citizen is left out of the electoral roll while no ineligible person is included. The Commission stated that every Indian citizen aged 18 years or above on the qualifying date and not otherwise disqualified under law is entitled to be registered as a voter.
The Election Commission said all eligible electors whose Enumeration Forms are received by the Electoral Registration Officer on or before June 28, 2026, will be included in the draft electoral rolls. Electors who fail to submit their forms within the deadline may later apply through Form 6 during the claims and objections period along with the prescribed declaration form.
As part of the process, Booth Level Officers (BLOs) have started house-to-house visits to distribute and collect Enumeration Forms from voters. The Commission said BLOs would also verify details during the visits to ensure wider coverage of electors.
The release further stated that BLOs have been instructed to carry at least 30 blank Form 6 copies along with declaration forms to facilitate enrolment of new voters during field visits.
To increase participation of political parties in the revision exercise, the Commission has allowed Booth Level Agents (BLAs) of recognised political parties to collect up to 50 forms per day from the public and hand them over to BLOs before publication of the draft rolls. Political parties have also been permitted to appoint additional BLAs to support the process.
According to the state-wise data released by the Commission, Odisha has 3,34,14,856 electors with 38,123 BLOs and 8,391 BLAs deployed for the exercise. Mizoram has 8,75,008 electors, 1,353 BLOs and 3,430 BLAs, while Sikkim has 4,71,077 electors, 572 BLOs and 681 BLAs. Manipur has 20,92,140 electors, 2,996 BLOs and 5,003 BLAs participating in the process.
The Commission appealed to all eligible voters in the four states to cooperate with election officials during the house-to-house visits and actively participate in the revision process.
The Special Intensive Revision is part of a broader exercise ordered by the Election Commission on May 14 covering 16 states and three Union Territories.
