The Manipur government has made the e-Seba portal mandatory for key citizen services from May 11, 2026, discontinuing new applications on the old e-Services portal while continuing to process pending cases.
In a significant move towards consolidating digital governance, the Government of Manipur has notified that the newly launched e-Seba Manipur Portal will become the sole platform for accessing several key online public services. The notification, issued by the Department of Information Technology on May 4, 2026, directs citizens to transition to the new system beginning May 11.
“The newly inaugurated e-Seba Manipur Portal will be the sole platform for availing notified online services,” the official notification stated.
The directive is part of the government’s broader push to streamline digital service delivery, enhance transparency, and improve accessibility through a unified interface. Authorities emphasized that all applicants must log in and submit their applications exclusively via the e-Seba portal.

The notification outlines a set of essential services that will now be processed only through the new portal. These include both revenue-related certificates and employment exchange services.

Old Portal Discontinued for New Applications
Alongside the rollout of the e-Seba portal, the government has also announced the discontinuation of the existing e-Services portal for new submissions. From May 11 onwards, no fresh applications will be accepted through the older system.
“All new applications through the existing/old e-Services portal shall stand discontinued with effect from 11-05-2026,” the notification clarified.
However, the government has provided a transition safeguard for applicants who have already submitted requests through the previous system. Such applications will continue to be processed, but only in cases where certificate issuance remains pending or incomplete.
Officials described the move as a strategic shift towards improving governance outcomes through digital integration.
