National Panchayat Awards 2025 announced: Northeast India shines with 8 honours, including Tripura’s Sepahijala winning Rs 5 crore. Mizoram, Assam, and Sikkim also bag prestigious national recognition for rural governance.
The Ministry of Panchayati Raj (MoPR) has announced the winners of the National Panchayat Awards 2025 (NPA-2025), with 42 Panchayats from 17 States and Union Territories selected for their outstanding contributions to rural governance and sustainable development. In a landmark achievement for the region, Northeast India emerged as a strong performer with Tripura, Assam, Mizoram, and Sikkim collectively securing 8 awards across multiple categories. The felicitation ceremony is scheduled for June 3, 2026, in New Delhi.
Financial incentives for winning Panchayats range from Rs 50 lakh to Rs 5 crore, disbursed under the Incentivization of Panchayats (IoP) component of the Centrally Sponsored Rashtriya Gram Swaraj Abhiyan (RGSA). Assessments are based on the Panchayat Advancement Index (PAI) 2.0 scores, aligned with nine themes of Localisation of Sustainable Development Goals (LSDGs).
In a proud moment for the region, four Northeast Indian states — Tripura, Assam, Mizoram, and Sikkim — have claimed national recognition, demonstrating the region’s growing strides in grassroots governance, environmental stewardship, and rural infrastructure development.

Tripura delivered the most impressive Northeast performance at NPA-2025, securing three awards. Under the Nanaji Deshmukh Sarvottam Panchayat Satat Vikas Puraskar (NDSPSVP), Sepahijala District Panchayat clinched the Rank 1 position in the Best District Panchayat category, earning the highest prize money of Rs 5 crore.
Under the Deen Dayal Upadhyay Panchayat Satat Vikas Puraskar (DDUPSVP), Tripura’s Kanchanbari Gram Panchayat (Kumarghat Block, Unakoti District) won the Rank 1 Healthy Panchayat award, taking home Rs 1 crore, while Baikunthapur Gram Panchayat (Hezamara Block, West Tripura District) earned a Rank 3 award under the Women-Friendly Panchayat theme, receiving Rs 0.25 crore.
Assam secured three awards at NPA-2025. Under NDSPSVP, New Napam Gram Panchayat (Gabhoru Block, Sonitpur District) won Rank 1 in the Best Gram Panchayat category, earning Rs 1.50 crore.
Under DDUPSVP, two Assam Gram Panchayats claimed Rank 2 Silver honours: Jumarmur (Kathiatoli Block, Nagaon District) under the Clean & Green Panchayat theme (Rs 0.375 crore), and Hoogrijan (Tengakhat Block, Dibrugarh District) under the Self-Sufficient Infrastructure theme (Rs 0.75 crore).
Mizoram added a national gold to its tally as Kawrthah North Gram Panchayat claimed Rank 1 in the Clean & Green Panchayat category under DDUPSVP, winning Rs 1 crore. The recognition underscores Mizoram’s commitment to environmental conservation and sustainable village management.
Sikkim secured a Rank 3 Bronze honour through Gyalshing Omchung Gram Panchayat (Gyalshing Block) under the Poverty-Free & Enhanced Livelihoods Panchayat theme, earning Rs 0.50 crore. The award reflects Sikkim’s innovative grassroots efforts in economic empowerment and sustainable livelihoods.
NPA-2025 is conferred under two overarching award schemes, each targeting a distinct dimension of Panchayat performance:
• Deen Dayal Upadhyay Panchayat Satat Vikas Puraskar (DDUPSVP): Thematic awards recognising 34 Gram Panchayats across 9 LSDGs themes. Awards are ranked 1st, 2nd, and 3rd within each theme, with prize money ranging from Rs 0.25 crore to Rs 1 crore per winning Panchayat.
• Nanaji Deshmukh Sarvottam Panchayat Satat Vikas Puraskar (NDSPSVP): An overall performance award for the best-performing Panchayats at District, Block, and Gram Panchayat levels. Eight Panchayats are recognised, with prizes up to Rs 5 crore for the Best District Panchayat.
The 9 LSDG themes under DDUPSVP are: Poverty-Free & Enhanced Livelihoods, Healthy Panchayat, Child-Friendly Panchayat, Water-Sufficient Panchayat, Clean & Green Panchayat, Self-Sufficient Infrastructure, Socially Just & Socially Secured Panchayat, Panchayat with Good Governance, and Women-Friendly Panchayat.

Outside the Northeast, several states stood out for their strong performance in NPA-2025:
Karnataka (6 Awards)
• The top national performer secured six awards across themes including Poverty-Free & Enhanced Livelihoods (Mudradi GP, Rank 1), Healthy Panchayat (Vandse GP, Rank 2), Child-Friendly Panchayat, Water-Sufficient Panchayat, Self-Sufficient Infrastructure, and Socially Just & Secured Panchayat categories.
Andhra Pradesh (5 Awards)
• Andhra Pradesh claimed five awards, including the top prize in both the Panchayat with Good Governance category (Srungavaram GP, Rank 1) and the Women-Friendly Panchayat category (Bokkasam Palem GP, Rank 1), alongside three additional honours.
Odisha (5 Awards)
• Odisha secured five awards spanning Healthy Panchayat (Potalampur GP), Water-Sufficient Panchayat (Padua GP), Clean & Green Panchayat, Socially Just & Secured Panchayat, and the Rank 2 Best District Panchayat (Ganjam), earning Rs 3 crore in the district category alone.
Maharashtra (4 Awards)
• Maharashtra performed strongly with four honours, winning the top prizes in the Child-Friendly Panchayat (Itgaon GP) and Water-Sufficient Panchayat (Khariwali GP) categories.
The National Panchayat Awards are conferred annually by the Ministry of Panchayati Raj to recognise and incentivise best-performing Panchayats across India. Institutionalised under the revamped Rashtriya Gram Swaraj Abhiyan (RGSA), the awards promote inclusive, participatory, and sustainable rural development.
In 2023, the awards framework was comprehensively revamped and aligned with the nine themes of Localisation of Sustainable Development Goals (LSDGs), making the assessment process more holistic, transparent, and data-driven. This alignment reinforces the role of Panchayats in translating national development priorities into impactful grassroots action under the Viksit Bharat@2047 vision.
It is also noteworthy that on National Panchayati Raj Day 2025 (April 2025), Prime Minister Narendra Modi separately conferred NPA-2025 awards under three special categories: the Climate Action Special Panchayat Award (CASPA), the Atma Nirbhar Panchayat Special Award (ANPSA), and the Panchayat Kshamta Nirman Sarvottam Sansthan Puraskar (PKNSSP).
