Cabinet Approves Panchayat Poll Schedule, Recruitment Results and Key Administrative Proposals

Manipur Cabinet approves Panchayat election schedule, Fire Service recruitment results, JNIMS relaxation, urban planning reforms and other key proposals.

Imphal, June 15: The Manipur Cabinet, which met on Monday evening at the Cabinet Hall of the Chief Minister’s Secretariat, Mantripukhri, approved a series of proposals relating to Panchayat elections, recruitment, governance reforms, urban planning, power sector regulations and administrative appointments.

The meeting was convened under the chairmanship of Chief Minister Yumnam Khemchand Singh. According to the agenda circulated by the Secretariat: Confidential and Cabinet Department, all agenda items placed before the Cabinet were approved.

One of the key decisions was the approval of the notification of the “Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin): VB-GRAM G Scheme, Manipur” under the Rural Development and Panchayati Raj Department.

The Cabinet also approved a proposal for conducting the 6th General Election to Panchayats, 2026. As per the proposal placed before the Cabinet, the State Election Commission had submitted a fresh election schedule after the constitution of the Manipur Panchayat Samiti Constituencies Delimitation Committee on June 4, 2026.

According to the approved schedule, publication of draft electoral rolls will take place on July 24, while claims and objections may be submitted until August 3. Final electoral rolls will be published on August 14 and the public notice for elections will be issued on August 21. The last date for filing nominations has been fixed as August 28, scrutiny of nominations will be held on August 29, and withdrawal of candidature will be allowed until September 1. Polling is scheduled for October 1, with re-poll, if required, on October 5. Counting of votes will be conducted on October 8, while the election process is expected to be completed by October 15, 2026.

The Cabinet further approved a one-time relaxation of eligibility and qualification requirements under the service rules governing the Director and Medical Superintendent of the Jawaharlal Nehru Institute of Medical Sciences (JNIMS).

Another important decision was the approval of an amendment to the Manipur Town and Country Planning Act, 1975. The amendment seeks to provide for an Interim Master Plan and enable construction approvals during the preparation of the Master Plan.

The Cabinet also approved Phase-II of Compliance Reduction and Deregulation under Priority Area No. 12 and the establishment of a Project Management Unit (PMU) under State CAMPA for identification of degraded forest lands and creation of a land bank for compensatory afforestation.

In the power sector, the Cabinet approved a proposal to adopt, on an interim basis, two rules framed by the Joint Electricity Regulatory Commission for Manipur and Mizoram (JERC) until separate rules are notified by the Manipur Electricity Regulatory Commission (MnERC). These include the JERC for Manipur and Mizoram (Constitution and the Manner of Application of the Fund and Form and Time for Preparation of Budget) Rules, 2014 and the JERC for Manipur and Mizoram (Form of Annual Statement of Accounts and Records) Rules, 2014.

The Cabinet also approved the promotion of Shri Laishram Sharatchandra Singh, Assistant Engineer (Civil), to the post of Executive Engineer (Civil) in the Loktak Development Authority with retrospective effect, in compliance with directions of the High Court of Manipur.

Other approvals included the allotment of land at Revenue Village No. 11 – Laipham Siphai under Porompat Sub-Division in Imphal East district to the Drainage and Sewerage Division of PHED for construction of a pumping station, the filling up of vacancies in the Manipur Fire Service Department, and the declaration of recruitment results for 64 Firemen, 42 Drivers, three Mechanics, one Fitter, 11 Sweepers and one Lower Division Clerk.

The Cabinet further approved the extension of the contractual engagement of Dr. Akoijam Lokendro Singh as Director (AYUSH) for one year, from March 29, 2026 to March 28, 2027.
