DGP Mukesh Singh Reviews Security in Bishnupur, Churachandpur; Calls for Dialogue and Lasting Peace

Manipur DGP Mukesh Singh reviewed security operations in Bishnupur and Churachandpur, stressing peace efforts, anti-drug operations, arms recovery, and community dialogue.

DGP Mukesh Singh Reviews Security Situation

Imphal, June 14: Newly appointed Manipur Director General of Police (DGP) Mukesh Singh visited Bishnupur and Churachandpur districts on Saturday to review the law and order situation, assess ongoing security operations, and engage with civil society organisations (CSOs) amid continuing efforts to restore peace in the state.

During the visit, the DGP held separate meetings with district police officers, the Army, Central Armed Police Forces (CAPFs), Assam Rifles personnel, and representatives of civil society organisations. The discussions focused on security challenges, public concerns, and measures being taken to improve the situation in violence-affected areas.

Speaking to reporters after the meetings, Singh said interactions with police, Army, and paramilitary officers centred on ongoing security operations across the state, while discussions with CSOs were aimed at understanding people's grievances and identifying possible solutions.

He noted that there had been positive developments in recent months, including efforts to facilitate the resettlement of abandoned villages.

“There are many positive developments, such as attempts to resettle abandoned villages, and the situation has improved considerably. We are closely monitoring developments and are committed to restoring lasting peace in the state,” the DGP said.

Addressing concerns over recent incidents of violence, Singh said the loss of life, regardless of community affiliation, was unacceptable. He stated that additional manpower, resources, and paramilitary forces had been deployed in areas vulnerable to clashes.

According to the DGP, security coverage has already been expanded across a significant portion of sensitive areas, while efforts are continuing to secure the remaining vulnerable locations.

He also stressed that peace-building could not be achieved through security measures alone and called upon civil society groups to play a constructive role in reconciliation efforts.

“For lasting peace, it is imperative that civil society also comes forward, takes a step, shakes hands with others, and works to sort out differences,” he said.

Focus on Arms Recovery and Security Operations

Responding to questions regarding the large-scale looting of weapons from state armouries during the ethnic conflict, Singh said that approximately 70 per cent of the stolen arms had already been recovered.

He indicated that the issue formed a key part of discussions with the security establishment during the visit.

The DGP reiterated that security agencies would intensify proactive operations against armed elements and warned against any attempts to take the law into one's own hands.

“We will be more proactive on the operational front. If anyone takes the law into their own hands, they will be dealt with strictly as per law. Those found with weapons shall be arrested. Those who fire at us will be dealt with in self-defence. Proactive operations will continue until this problem is resolved,” he said.

Churachandpur Visit

On June 13, Singh made his first official visit to Churachandpur district since assuming charge as DGP. During the visit, he chaired meetings with district police officers, CAPFs, Assam Rifles personnel, and civil society representatives.

He commended the efforts of various security units in maintaining law and order and specifically appreciated the district police for achievements in anti-drug operations, arrests of armed miscreants, and the recovery of illegal weapons.

The DGP encouraged officers to continue carrying out lawful and professional policing measures to ensure peace and public safety.

During discussions with CSO leaders, he listened to concerns raised by community representatives and assured them that appropriate legal action would be taken wherever necessary. He also urged civil society groups to promote dialogue, peace, and communal harmony.

Review Meeting in Bishnupur

In Bishnupur district, Singh reviewed the prevailing law and order, crime, and operational situation at the District Police Headquarters.

During interactions with district police officers, he emphasized the importance of counter-insurgency operations and anti-drug enforcement measures. He also directed officers to focus on the secure and sustainable resettlement of Internally Displaced Persons (IDPs), many of whom remain affected by the ongoing conflict.

The DGP further instructed officials to ensure the timely investigation and disposal of cases being handled by the Special Investigation Team (SIT).

A separate coordination meeting was also held with Army and CAPF commanders deployed in the district. Discussions focused on strengthening security arrangements, particularly in fringe areas, during the ongoing farming season.

As part of the visit, Singh inaugurated a Transit Guest Room at the District Police Headquarters in Bishnupur.

The visits to Bishnupur and Churachandpur mark the new DGP's first major district-level review of security and policing after taking charge, as the state administration continues efforts to improve security conditions and facilitate the return of normalcy across Manipur.
