Joint Tribes Council-Manipur has sought Union Home Minister Amit Shah's intervention over alleged abduction of Naga civilians and attacks in Noney district.
Imphal, June 3: The Joint Tribes Council-Manipur (JTCM), representing the Inpui, Liangmai, Rongmei and Zeme communities, has submitted a memorandum to Union Home Minister Amit Shah seeking urgent intervention over a series of incidents it described as attacks on Naga civilians in parts of Manipur.
The memorandum, submitted through the Deputy Commissioner of Tamenglong district on Wednesday, alleged that "Narco Kuki terrorists" acting in collusion with "Leilon Veiphei Kuki refugee villagers" were responsible for abductions, armed attacks and the contamination of a community water source in Noney district and adjoining areas.
In the memorandum, the Working Committee of JTCM stated that it was submitting its appeal "with deep anguish and a sense of urgent responsibility" and urged the Ministry of Home Affairs to take immediate action.
The organisation alleged that on May 13, six Naga men were abducted by individuals from Leilon Veiphei village in collaboration with armed Kuki groups.
"To date, their whereabouts remain unknown. This abduction has caused widespread fear and uncertainty among Naga communities," the memorandum stated.
The council further referred to another incident on the same day between Joujangtek Kuki village and Longsai village in Noney district. According to JTCM, armed assailants attacked unarmed farmers from Dolang village who were returning to their paddy fields.
The memorandum claimed that one person identified as Wilson Thanga was killed in the attack, while two others sustained serious injuries.
Referring to another incident, JTCM alleged that on May 22 at around 2:20 pm, armed attackers opened fire on Naga farmers at Pongringlong (Charoi Pandongba) near Tupul in Noney district.
"The attack involved indiscriminate and continuous firing, directly targeting unarmed civilians engaged in peaceful agricultural work," the memorandum said.
The council described the incident as "a direct assault on humanity and the spirit of coexistence in Manipur."
The memorandum also mentioned an alleged attack on May 31 at around 9 am involving three farmers from Goitang (Nungadang) village in Khoupum Sub-Division of Noney district.
JTCM alleged that the three villagers were assaulted by armed men and said details regarding the full extent of their injuries remained unclear.
In another incident cited in the memorandum, the council alleged that three youths from Konsakhul village had gone to inspect a blocked water pipeline near the Konsakhul picnic spot on May 31 at around 10:55 am.
According to JTCM, the youths were ambushed while checking the pipeline near a river.
"One Naga youth sustained bullet injuries," the memorandum stated.
The council further alleged that the attackers had poisoned the water pipeline supplying drinking water to the village.
"In an even graver violation of humanitarian norms, the attackers poisoned the water pipeline, deliberately contaminating the community's only source of clean drinking water. This act endangers the lives of entire families, including women, children, and the elderly," the memorandum said.
Seeking intervention from the Union Home Minister, JTCM placed a series of demands before the Ministry of Home Affairs.
Among its primary demands was the immediate rescue of the six abducted Naga men. The council urged the Centre to direct security and intelligence agencies to locate and safely recover the missing individuals.
The memorandum also sought the arrest and prosecution of those allegedly involved in the abductions, attacks and alleged contamination of the water supply.
JTCM further demanded the deployment of adequate security personnel in and around Joujangtek, Konsaram, Konsakhul, Goitang, Pongringlong and other villages it described as vulnerable.
The council called for compensation and rehabilitation measures for those injured in the attacks, families of those killed, and relatives of the abducted persons.
Another major demand raised in the memorandum was the abrogation of Suspension of Operations (SoO) camps of what it termed "Narco Kuki armed refugees" operating in Naga areas.
The memorandum stated that such action should be completed "within one month (on or before 30th June, 2026)," alleging that their continued presence posed a threat to civilian populations.
JTCM also sought immediate testing and restoration of drinking water facilities in Konsakhul village and requested a detailed investigation into the alleged poisoning of the water source.
In addition, the council demanded that Deputy Chief Minister Nemcha Kipgen step down from office.
The memorandum alleged that she was "a sponsor/mastermind behind the unlawful activities in Manipur" and called for a high-level independent inquiry into the allegations. No evidence supporting the allegation was attached to the memorandum.
Concluding its appeal, the council urged the Union Home Minister to act without delay.
"We trust in your wisdom and authority to act swiftly. Delay will only encourage further violence and erode the trust of peace-loving communities in the system," the memorandum stated.
JTCM also requested an urgent meeting with concerned authorities to discuss implementation of its demands.
Copies of the memorandum were also addressed to the Chief Minister of Manipur and the Director General of Police, Manipur, for necessary action.
