Naga Women’s Union Seeks NIA Probe into Killing of Six Naga Civilians in Manipur

Naga Women’s Union has urged the NIA to conduct a fair and time-bound investigation into the abduction and killing of six Naga civilians from Konsakhul in Manipur.

Senapati, June 20: The Naga Women’s Union (NWU) has appealed to the National Investigation Agency (NIA) to undertake a fair, impartial and expeditious investigation into the abduction, hostage-taking, torture and killing of six Naga civilians from Konsakhul village in Manipur, describing the incident as a grave crime that has shocked society and caused immense suffering to the victims’ families.

In a representation submitted to NIA Director General on June 20 through the Deputy Commissioner of Senapati district, the women’s organisation sought urgent intervention by the central agency to ensure accountability for all those allegedly involved in the crime.

The appeal comes in connection with the killing of six residents of Konsakhul village whose mortal remains were recovered on June 10 after they had reportedly been abducted and held hostage on May 13.

According to the representation, the victims were subjected to extreme violence before their deaths. The NWU stated that the condition in which the bodies were recovered had deeply disturbed public conscience and intensified demands for justice.

The organisation said the incident was not merely a criminal case but a profound human tragedy that warranted a thorough and independent investigation. It argued that the seriousness and sensitivity of the case required a time-bound inquiry conducted without fear or favour.

In its submission, the NWU urged the NIA to identify and prosecute every individual directly or indirectly linked to the alleged abduction, unlawful confinement, torture, murder and concealment of evidence.

The representation also referred to the alleged confinement of 12 women, including a two-year-old child, during the incident and called for those responsible to be held accountable under the law.

Specific Demands Placed Before NIA

The Naga Women’s Union outlined a series of demands that it believes are necessary to ensure a credible investigation and prosecution process.

Among them, the organisation called for the arrest of the chief of Leilon Vaiphei village, whom it alleged is absconding. It further sought the arrest and prosecution of more than 30 women who, according to the representation, had reportedly been identified through electoral records with assistance from the Kangpokpi district police.

The organisation also demanded immediate action against a state police personnel identified in the representation as Thanggilian Vaiphei of Leilon Vaiphei village. The NWU alleged that his involvement in the incident had been witnessed by women who were reportedly held hostage during the episode.

Another key demand was an investigation into the role of the Kuki National Front-Progressive (KNF-P), a group operating under the Suspension of Operations (SoO) framework with the government. The NWU requested the NIA to examine any possible involvement of the organisation and take appropriate legal action against individuals found responsible.

The representation additionally called for the arrest of all persons allegedly involved in the abduction, confinement, killings and destruction or concealment of evidence connected with the case.

The organisation also urged investigators to ensure the preservation of all material, forensic and digital evidence so that the investigation is not compromised.

Call for Independent Investigation

The NWU said public confidence in the rule of law depended on a transparent and impartial inquiry. It stated that the NIA was best positioned to pursue the truth and establish accountability in a case that has generated concern among Naga communities and the wider public.

“The sensitivity of this crime is very high,” the representation stated, adding that punishment commensurate with the severity of the offence should be ensured through due legal process.

The women’s body expressed confidence that an independent investigation by the NIA would help uncover the facts surrounding the incident and ensure justice for the victims and their families.

Copies of the representation were also forwarded to the Union Ministry of Home Affairs, the Director General of Police of Manipur, the Chief Secretary of Manipur, the National Human Rights Commission, the Deputy Commissioner of Senapati district and the Superintendent of Police of Kangpokpi district.

The appeal comes amid continuing demands from various Naga civil society organisations for a comprehensive investigation into the killings. Several organisations have maintained that those responsible must be identified and prosecuted regardless of their affiliation or status.

The Naga Women’s Union reiterated that justice for the six victims remains essential not only for their families but also for maintaining public faith in the legal system. It urged the investigating authorities to act swiftly and ensure that all aspects of the case are examined thoroughly.
