United Naga Council has submitted a charter of demands to Union Home Minister Amit Shah, seeking justice for six Naga civilians allegedly murdered after being abducted in May.
Imphal, June 12: The United Naga Council (UNC) has submitted a memorandum to Union Home Minister Amit Shah demanding immediate action over the alleged abduction and killing of six Naga civilians, whose remains were recently recovered after they had gone missing for nearly a month.
In the memorandum submitted through the Deputy Commissioner of Senapati, the UNC described the killings as a grave tragedy that has caused immense pain to the victims’ families and the wider Naga community. The organisation said the incident has shaken public confidence in the government’s ability to protect innocent civilians and ensure justice.
The memorandum stated that six Naga civilians were among 18 people, including two pastors, who were allegedly abducted on May 13, 2026, by cadres of the Kuki National Front-President group (KNF-P) and residents of Leilon Vaiphei village. According to the UNC, the six hostages were later found dead and their remains recovered in a mutilated and dismembered condition.
Referring to the recent release of 14 Kuki detainees by Naga village guards on June 9, the UNC said the Naga people had hoped that the gesture would be reciprocated through the safe release of the hostages. However, the recovery of the six bodies a day later had dashed those expectations and deepened the sense of grief and anger within the community.
The council termed the killings a direct challenge to the collective identity and security of the Naga people. It also announced that the mortal remains of the six victims would not be received by their families and community members until the Government of India addresses the demands outlined in the memorandum and delivers justice.
At the top of the UNC’s charter of demands is the abrogation of the Suspension of Operations (SoO) agreement with all Kuki militant groups. The organisation argued that the current arrangement should be reviewed in light of the allegations surrounding the killing of the six Naga civilians.
The council also called for the immediate arrest and prosecution of all KNF-P personnel allegedly involved in the abduction of the 18 Naga civilians and the subsequent killing of six of them. In addition, it sought action against those allegedly responsible for the murder of Wilson Thanga Chiru at Joujangtek on the same day.
The memorandum further demanded the arrest and prosecution of Lalboi Vaiphei, identified by the UNC as the chief of Leilon Vaiphei village, along with other villagers, including women members, whom it accused of participating in the abduction and killing of the Naga civilians.
Another demand concerns the arrest and prosecution of Thanggilian Vaiphei, whom the UNC identified as a serving Manipur Police personnel. The council alleged that he was personally involved in the abduction and murder of the Naga civilians.
The UNC has also urged the Government of India to declare the KNF-P a terrorist organisation. The council maintained that such a step was necessary in view of the allegations against the group and the seriousness of the incident.
In a politically significant demand, the UNC called for the immediate removal of Manipur Deputy Chief Minister Nemcha Kipgen from office. The council alleged that her husband, Semtinthang alias Thangboi Kipgen, president of the KNF-P, was complicit in the killing of the six Naga civilians. It argued that her continuation in office would compromise the integrity of internal security administration in the state and the country.
Concluding the memorandum, the UNC urged the Union Government to take prompt and decisive action on its demands. It said that a firm response would help restore public trust and confidence in the government while ensuring justice for the victims and their families.
The memorandum comes amid growing outrage in Naga areas following the recovery and identification of the six victims, an incident that has further heightened tensions in parts of Manipur.
