Governor Ajay Kumar Bhalla and Chief Minister Yumnam Khemchand Singh attended the first Foundation Day of the Manipur Electricity Regulatory Commission, reaffirming support for consumer-centric power sector reforms.
Imphal, July 23: The Manipur Electricity Regulatory Commission (MnERC) celebrated its first Foundation Day in Imphal on Thursday, with Governor Ajay Kumar Bhalla and Chief Minister Yumnam Khemchand Singh reaffirming the importance of an efficient, transparent and consumer-centric electricity sector for the State's development.
The function, held at Hotel Imphal, brought together senior government officials, power sector experts and stakeholders to review the Commission's progress since its establishment and discuss the future of electricity regulation in Manipur.
Addressing the gathering, Governor Ajay Kumar Bhalla congratulated the Chairperson, Secretary, officers and staff of the Commission on completing its first year. He said the occasion was not only a celebration of the Commission's achievements but also an opportunity to reflect on its growing responsibilities in strengthening the State's power sector.

Describing electricity as the foundation of modern development, the Governor said reliable, affordable and quality power supply is essential for economic growth and improving the quality of life of citizens. He observed that electricity is no longer merely a public utility but has become a key driver of investment, innovation and business, making effective regulation increasingly important.
Bhalla said reforms in the power sector have created new opportunities while also increasing the need for a robust regulatory framework that protects consumer interests and ensures balanced growth. He also acknowledged the contribution of engineers, technicians, field personnel and support staff who continue to maintain electricity supply across the State, often under difficult conditions.
Referring to the vision of Viksit Bharat 2047, the Governor said a modern, resilient and consumer-focused power sector would remain central to India's long-term development goals. He expressed confidence that MnERC would continue to uphold transparency, professionalism and sound regulatory practices while contributing to Manipur's sustainable development.

Chief Minister Yumnam Khemchand Singh said electricity has become one of the most essential requirements of contemporary society and plays a crucial role in the socio-economic development of Manipur.
He noted that the State has witnessed a steady rise in electricity consumers, ranging from households to commercial establishments and industries, as the population has grown. According to the Chief Minister, this expansion has also brought new challenges for the power sector, requiring stronger planning and effective regulation.
Expressing confidence in the Commission, Khemchand Singh said MnERC would continue to introduce progressive measures and forward-looking initiatives that benefit electricity consumers across the State. He assured that the State Government would extend all necessary support to help the Commission implement reforms aimed at improving the electricity sector and protecting consumer interests.
Established under Section 82 of the Electricity Act, 2003, the Manipur Electricity Regulatory Commission is an independent statutory body responsible for regulating electricity tariffs for generation, transmission and distribution. It is also entrusted with issuing licences to electricity utilities, overseeing power procurement, facilitating intra-state transmission and electricity trading, promoting renewable energy, adjudicating disputes among stakeholders, and ensuring the quality, continuity and reliability of electricity services.
A commemorative souvenir marking the Commission's first Foundation Day was released during the programme by the Governor, the Chief Minister and other dignitaries.
The event was attended by Chief Secretary Dr. Puneet Kumar Goel, MnERC Chairperson Soubam Ibopishak Singh, senior civil administration officials, officers of the Power Department, members of the Commission and representatives from the power sector.
The celebration also included technical sessions and interactive discussions involving experts on issues related to electricity regulation, consumer protection and the future development of Manipur's power sector.
