Manipur HC Launches Digital Portals to Improve Access to Judgments and Unclaimed MACT Compensation

The High Court of Manipur launched the Judgment/Order Log Portal and MACT Unclaimed Award Portal to improve judicial transparency and speed up compensation disbursal.

Imphal, July 13: The High Court of Manipur on Monday launched two new digital platforms—the Judgment/Order Log Portal and the MACT Unclaimed Award Portal—to enhance transparency in judicial processes and facilitate the timely disbursement of compensation awarded by Motor Accident Claims Tribunals (MACTs).

The portals were inaugurated by Chief Justice M. Sundar during a ceremony held at the lobby of Court Room No. 1 at the High Court of Manipur Complex. The initiative has been introduced in compliance with the directions of the Supreme Court of India in Suo Motu Writ Petition (Civil) No. 7 of 2024, titled In Re: Compensation Amounts Deposited with Motor Accident Claims Tribunals and Labour Courts.

The inaugural programme was attended by Justice A. Bimol Singh, Justice A. Guneshwar Sharma, and Registrar General Ojesh Mutum, along with members of the Bar, officials of the High Court Registry, the Deputy Solicitor General of India, and other dignitaries.

Welcoming the gathering, Registrar General Ojesh Mutum marked the formal resumption of court sittings following the High Court's summer recess. He outlined the Registry's activities during the vacation period, including the development of the two software applications, which became publicly accessible through the official website of the High Court of Manipur from July 13, 2026.

He explained that the new digital services were developed to improve access to judicial information and strengthen compliance with the Supreme Court's directives concerning compensation deposited with tribunals.

According to the High Court, the MACT Unclaimed Award Portal provides regularly updated information on compensation awarded under the Motor Vehicles Act, 1988 that remains unclaimed in Motor Accident Claims Tribunals across Manipur.

The portal is expected to assist judicial officers, court staff, litigants, Legal Services Authorities and other stakeholders in identifying pending compensation cases and ensuring that beneficiaries receive the amounts awarded to them without unnecessary delay.

The High Court noted that the initiative is aimed at reducing the number of unclaimed compensation awards while improving the implementation of the Supreme Court's directions on expeditious disbursal of compensation.

The newly launched Judgment/Order Log Portal, currently accessible through NICNET, enables authorised stakeholders to access web copies of judgments and orders passed by the High Court of Manipur.

In addition to providing digital copies, the portal records and displays the exact time when each judgment or order is uploaded to the court's server. The High Court stated that this feature would help litigants and legal practitioners accurately compute limitation periods while promoting greater transparency in the publication of judicial orders.

Officials said the time-stamped upload records are intended to improve certainty regarding the availability of judgments and support more efficient legal proceedings.

The launch forms part of the judiciary's broader effort to modernise court administration through technology while ensuring effective compliance with directions issued by the Supreme Court.

The inaugural function was also attended by Deputy Solicitor General of India Kh. Samarjit, senior advocates, members of the Bar, officials of the High Court Registry and other invited guests.

The High Court expressed confidence that the two portals would strengthen transparency, improve access to judicial information and contribute to the timely delivery of compensation to eligible beneficiaries.
