MP Dr. Angomcha Bimol Akoijam chaired the first 2026 DISHA meeting in Bishnupur, reviewing development schemes, IDP rehabilitation efforts and progress under Centrally Sponsored Schemes.
Bishnupur, July 6: The first meeting of the District Development Coordination and Monitoring Committee (DISHA) for 2026 was held in Bishnupur district on Monday, with Inner Manipur Member of Parliament Dr. Angomcha Bimol Akoijam calling on government officials to strengthen the implementation of development programmes while placing greater emphasis on the health and education sectors.
The meeting, held at the Conference Hall of the Mini Secretariat in Bishnupur, was organised by the District Rural Development Agency (DRDA). It brought together district-level officials from a wide range of departments to review the implementation of Centrally Sponsored Schemes and assess progress on development initiatives across the district.
The meeting was attended by representatives from departments including Health, Education, Rural Development, MGNREGS, Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), Deendayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM), Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Rural Self Employment Training Institute (RSETI), Pradhan Mantri Gram Sadak Yojana (PMGSY), Social Welfare, Agriculture, Housing and Urban Affairs, Drinking Water and Sanitation, Ministry of Water Resources, Consumer Affairs, Food and Public Distribution, Manipur State Power Distribution Company Limited (MSPDCL), and the Ministry of Youth Affairs and Sports, among others.
Welcoming the participants, Deputy Commissioner of Bishnupur Pooja Elangbam thanked the Member of Parliament for his continued guidance and support in monitoring the implementation of welfare programmes and development schemes in the district.
During her presentation, the Deputy Commissioner outlined the district administration's efforts to rehabilitate internally displaced persons (IDPs) affected by the ethnic conflict.
She informed the meeting that Bishnupur currently has 41 relief camps sheltering displaced families. To improve livelihood opportunities, the administration has distributed sewing machines, weaving machines, handlooms, popcorn-making units and poultry units to beneficiaries. A dedicated market shed has also been established to enable IDPs to sell products made at the camps and generate income.
The Deputy Commissioner further stated that the district administration has launched mobile canteen tiffin services while also conducting skill development programmes in sectors such as cabin crew services and hospitality to improve employment opportunities for displaced residents.
Officials from various departments made detailed presentations on the progress achieved under flagship government programmes and reported on the implementation of decisions taken during previous DISHA meetings.
The review covered infrastructure development, rural employment, housing, livelihood generation, education, healthcare, social welfare and public service delivery across the district.
The discussions also focused on identifying implementation challenges and improving coordination among departments to ensure that benefits under government schemes reach eligible beneficiaries in a timely manner.
Addressing the meeting, DISHA Chairperson and Member of Parliament Dr. Angomcha Bimol Akoijam urged officials to carry out their responsibilities with sincerity and dedication, saying that even small developmental interventions collectively contribute to the progress of society.
He stressed that the health and education sectors require sustained attention, describing them as the pillars of a progressive and inclusive society. Weaknesses in these sectors, he said, have long-term implications for overall development.
The MP encouraged all district-level officers to make effective use of their positions by working with commitment and accountability to improve the welfare of the people and ensure efficient implementation of government programmes.
The meeting was attended by nominees of the DISHA Committee, Additional Deputy Commissioner Toijam Opendro, Sub-Divisional Officers (SDOs), Block Development Officers (BDOs), District Level Officers and other concerned officials.
