Manipur Cabinet approves the Women Empowerment scheme, providing Rs 10,000 grants to 3.5 lakh SHG women and 5% reservation in Group C and D police posts for meritorious sportspersons.
Imphal, August 28: The Manipur Cabinet on Friday approved the Women Empowerment (WE)-Manipur Scheme, under which around 3.5 lakh women belonging to recognised Self Help Groups (SHGs) will receive a grant of Rs 10,000 each during the first year.
The Cabinet meeting was held at the Chief Minister’s Secretariat in Babupatna under the chairmanship of Chief Minister Yumnam Khemchand Singh. Deputy Chief Ministers Losii Dikho and Nemcha Kipgen and Home Minister Govindas Konthoujam attended the meeting, with Nemcha Kipgen joining through video conference.
The meeting was attended by the Chief Secretary and senior officials, with various departmental proposals placed before the Cabinet for consideration.

Under the newly approved Women Empowerment-Manipur scheme, each eligible woman member of a recognised SHG will receive Rs 10,000 in the first year. According to the information released on the Cabinet decision, the scheme is expected to cover approximately 3.5 lakh women across the state.
The support will extend beyond the initial grant. Beneficiaries will have access to interest-free loans during the second and third years, according to the scheme details. The government is expected to issue the detailed guidelines and formal notification at a later stage.
Special recruitment scheme for sportspersons
The Cabinet also granted in-principle approval to the Manipur Police Special Recruitment Scheme for Meritorious Sportspersons, 2026.
Under the proposed scheme, 5 per cent reservation will be maintained in the recruitment to existing Group C and Group D posts for sportspersons who have won medals in outstanding sporting competitions.
The scheme will include a recruitment structure and mechanisms for the deployment and retention of sportspersons within the police organisation.
Special attention will be given to medal-winning athletes in disciplines including weightlifting, boxing, hockey, judo, taekwondo, fencing, cycling, archery, football, sepak takraw, wushu, canoeing and kayaking, rowing, diving, gymnastics and athletics.
A High-Level Assessment Committee headed by the Chief Secretary will also be constituted under the proposed recruitment framework.
Bills cleared for Assembly session
The Cabinet further approved the introduction of several legislative measures in the forthcoming Assembly session.
These include The Manipur Goods and Services Tax (10th Amendment) Bill, 2026, the 6th Amendment Bill to The Manipur Town and Country Planning Act, 1975, and The Indian Stamp (Manipur Amendment) Bill, 2026.
The Cabinet also approved the Draft Manipur Public Services Delivery Guarantee Rules, 2026.
The proposed rules include provisions for online submission of applications, tracking of applications during processing, automatic appeals, auto-cancellation and real-time monitoring through a state dashboard.
The Cabinet decisions come ahead of the upcoming session of the Manipur Legislative Assembly, which is scheduled to begin on September 2.
