Manipur Chief Minister Yumnam Khemchand Singh launched eight online land governance portals and the LR Manipur mobile app to improve transparency, digitise land records and simplify public services.
Imphal, August 7: The Manipur government on Friday launched eight online portals and the 'LR Manipur' mobile application aimed at digitising land administration, improving transparency and making key land-related services accessible online.
Chief Minister Yumnam Khemchand Singh inaugurated the digital platforms at a function held at the Manipur Forest and Sustainable Development Society (MFSDS), Palace Compound, Imphal. The programme was attended by Home Minister Konthoujam Govindas Singh, Art and Culture and Tourism Minister Khuraijam Loken Singh, senior officials of the Land Resources Department, Deputy Commissioners, Sub-Divisional Officers, Sub-Deputy Collectors, representatives of the National Informatics Centre (NIC) and Globizs Web Solutions Pvt. Ltd.
The initiative is one of the Land Resources Department's largest digital governance programmes, bringing multiple citizen services under a unified online platform.

Addressing the gathering, Chief Minister Yumnam Khemchand Singh said the department had long faced difficulties in maintaining land records, many of which were more than five decades old and had deteriorated over time.
He said the newly launched portals and mobile application would substantially address these challenges by enabling digital record management with greater transparency and accountability.
The Chief Minister appreciated Secretary (Land Resources) Th. Kirankumar Singh and his team for implementing the initiative and digitising land records. He also acknowledged departmental officers who continued to perform their duties despite challenging circumstances, saying the new system would help maintain land records in a more transparent manner.
Eight digital services introduced
The online platforms have been developed jointly by the National Informatics Centre (NIC) Manipur, NIC Delhi and Globizs Web Solutions Pvt. Ltd.
The newly launched services include:
Permission for Registration Portal, which allows citizens to apply online for sales permission, upload documents and track applications through an integrated workflow involving Deputy Commissioners, Superintendent of Police, Sub-Divisional Officers, Sub-Deputy Collectors, the Secretariat and Sub-Registrar offices.
Change of Land Use Portal, enabling online applications for land conversion or diversion, digital document submission, online fee payment and application tracking while integrating the Land Resources Department and the Manipur Remote Sensing Applications Centre (MARSAC).
Allotment of Land Portal, which facilitates online submission and monitoring of land allotment applications processed by Deputy Commissioners, the Directorate of Settlement and Land Records and subordinate authorities.
Land Acquisition Portal, allowing citizens and affected landowners to monitor different stages of land acquisition proceedings online.
GIS-based Management of Villages Portal, designed to digitally map and maintain village recognition and location data by integrating the offices of SDOs, Assistant Collectors, Deputy Commissioners, the Forest Department and Autonomous District Councils.
Single Digital Gateway, which brings together all Land Resources Department services, including the existing Loucha Pathap and National Generic Document Registration System (NGDRS), through a single online platform.
Revenue Court Case Management System (RCCMS), allowing online filing of revenue court cases and enabling litigants to monitor hearing dates, case status and court orders without repeatedly visiting government offices.
Online Payment of Land Revenue through Loucha Pathap, enabling land revenue payments for all computerised villages using net banking, debit cards, credit cards and other digital payment methods throughout the day.
Mobile application for integrated access
The Land Resources Department also launched the LR Manipur mobile application, now available on both the Google Play Store and Apple App Store.
The application enables users to access services such as Change of Land Use, Land Allotment and Permission for Registration through a single login while providing real-time status updates.
It also integrates access to existing digital platforms, including NGDRS, eSeba Manipur and Loucha Pathap, offering citizens a single interface for multiple land-related services.
Officials said the digital initiative is expected to reduce paperwork, improve service delivery and make land administration more transparent and accessible across the state.
