MCPCR has ordered an immediate inquiry into reported food shortages and welfare concerns at EMRS Zeikhuluang Loktak Project, seeking an Action Taken Report within 48 hours.
Imphal, August 4: The Manipur Commission for Protection of Child Rights (MCPCR) has directed the Deputy Commissioner of Churachandpur and the Director of Tribal Affairs & Hills to conduct an immediate inquiry into the reported condition of the Eklavya Model Residential School (EMRS), Zeikhuluang Loktak Project, following allegations of inadequate food supplies affecting resident students.
The Commission said it had taken suo motu cognizance of the matter under Section 14 of the Commission for Protection of Child Rights Act, 2005, after receiving reports indicating serious concerns over the welfare of children residing at the school.
According to the communication issued by MCPCR on Tuesday, preliminary reports suggest that food provisions supplied to the residential school were insufficient in proportion to the actual number of resident students and staff, leading to shortages of essential food items.
The Commission further noted that breakfast was reportedly not served to resident students on preceding days because food stocks had been exhausted. It also stated that some students allegedly required medical treatment, while several others were taken away from the hostel by their parents due to concerns over their health, nutrition and overall well-being.
Describing the issue as one affecting the rights, health, nutrition and dignity of children, the Commission directed the authorities to undertake an immediate on-site inquiry into the reported circumstances.
MCPCR also instructed the district administration and the Tribal Affairs & Hills Department to ensure the immediate restoration of adequate food supplies, healthcare facilities, safe drinking water, accommodation and all other essential services for every resident child.
The Commission has further asked the authorities to verify whether food supplies were adequate in relation to the actual number of resident students and staff and to ascertain the reasons behind the reported deficiencies.
In addition, the authorities have been directed to identify responsibility for any lapses or negligence, if established, and initiate appropriate remedial measures.
The Commission has sought a detailed factual report along with an Action Taken Report (ATR) within 48 hours of receiving the directive.
It has also instructed the authorities to take necessary measures to facilitate the return of students who had reportedly left the hostel, but only after ensuring a safe and secure environment, adequate essential services and a reliable management system at the institution.
Stating that the matter concerns the best interests of children, MCPCR directed that the case be treated as "MOST URGENT."
The order, issued by Keisam Pradipkumar of the Manipur Commission for Protection of Child Rights, has also been forwarded to the Director of Social Welfare, the Superintendents of Police of Churachandpur and Bishnupur districts, and the concerned Sub-Divisional Officer for necessary action.
