Manipur Assembly passes 10 Bills and 31 supplementary demands worth Rs 3,848.92 crore for 2026-27 on the concluding day of its eighth session.
Imphal, Sept 7: The Manipur Legislative Assembly on Monday passed 10 Bills and 31 Demands for Supplementary Grants totalling Rs 3,848.92 crore on the concluding day of the eighth session of the 12th Manipur Legislative Assembly.
The supplementary demands, amounting to Rs 38,489,221,799, were approved for additional expenditure during the financial year 2026-27, which ends on March 31, 2027.
The third and final day of the session saw additional funding approved for several key departments, including Police, Public Works, Education, Health, Urban Development, Community and Rural Development, Public Health Engineering, Social Welfare and Information Technology.
Among the larger supplementary allocations were Rs 1,338.96 crore for Community and Rural Development, Rs 650.69 crore for Public Works, Rs 506.89 crore for Police, Rs 218.29 crore for Public Health Engineering, Rs 217.51 crore for Social Welfare and Rs 204.06 crore for Municipal Administration, Housing and Urban Development.
Other significant allocations included Rs 142.91 crore for Minorities, Other Backward Classes and Scheduled Castes, Rs 133.87 crore for Community and Rural Development, Rs 120.88 crore for Medical, Health and Family Welfare Services, and Rs 90.03 crore for Information Technology.
Leader of the House and Chief Minister Yumnam Khemchand Singh introduced The Manipur Appropriation (No. 3) Bill, 2026, which was subsequently passed by the House.
The Assembly also passed The Manipur Town and Country Planning (Sixth Amendment) Bill, 2026, The Manipur Conservation of Paddy Land and Wetland (Third Amendment) Bill, 2026, The Manipur Goods and Services Tax (Tenth Amendment) Bill, 2026, The Manipur AYUSH Council Bill, 2026, and The Manipur Right to Business and Investment Facilitation Bill, 2026.
Other Bills passed were The Manipur Shops and Establishments (Regulation of Employment and Conditions of Service) (Amendment) Bill, 2026 and The Manipur Unified (Trade, Shop and Establishment Licensing) Bill, 2026.
The Bills were moved by Chief Minister Khemchand.
Deputy Chief Minister Nemcha Kipgen moved The Manipur Panchayati Raj (Ninth Amendment) Bill, 2026, which was also passed.
Home Minister K Govindas moved The Manipur Fire and Emergency Services Bill, 2026, completing the list of 10 Bills passed during the session.
The supplementary grants covered 31 demands across various departments.
Apart from the larger allocations, the House approved Rs 42.43 crore for Education, Rs 48.95 crore for Water Resources, Rs 32.99 crore for Environment and Forest, Rs 30.24 crore for Tribal Affairs and Hills Development, and Rs 28 crore for Power.
The Fire Protection and Control department received Rs 20.81 crore, while Minor Irrigation was allocated Rs 18.28 crore. Rehabilitation received Rs 11 crore, while Horticulture and Soil Conservation received Rs 10.67 crore.
The remaining demands covered departments including the State Legislature, Secretariat, Finance, Labour and Employment, Consumer Affairs, Food and Public Distribution, Cooperation, Agriculture, Animal Husbandry and Veterinary, Textiles, Commerce and Industries, State Excise, Planning, Panchayat and Art and Culture.
The Assembly subsequently adjourned the 8th Session of the 12th Manipur Legislative Assembly sine die.
