Imphal, Oct. 16: The Directorate of Information and Public Relations (DIPR), Government of Manipur, has relaunched its official website and implemented the E-Office system to improve public access to government information, streamline administrative processes and reduce delays in file handling.

The initiatives were formally launched at a programme held at the DIPR auditorium in Imphal on Friday. The department said the updated website would strengthen communication between the government, the public and the media, while the E-Office system would facilitate faster file processing and more efficient administrative functioning.

Addressing the programme, Secretary (Information and Public Relations) Neeta Arambam, IAS, said technology should ultimately serve the purpose of better governance and improved public services. She described the website relaunch and implementation of E-Office as important steps towards ensuring the smooth functioning of the department.

Arambam said the relaunched website, available at https://dipr.mn.gov.in/, would serve as a link between the government and citizens by providing authentic government information in a timely and accessible manner.

She expressed hope that the portal would become a dynamic platform for keeping the public and media organisations informed about government policies, programmes and achievements.

On the implementation of E-Office, the secretary said the system would help reduce delays in file processing, facilitate timely decision-making and allow officials to track files pending at different levels of administration.

She informed that the entire Secretariat had already adopted the system and that instructions had been issued for district offices and directorates to complete their E-Office onboarding at the earliest.

Arambam urged officers and staff members to adopt the system positively rather than treating it as an additional responsibility. She stressed that technology alone could not bring about administrative change and that its effectiveness would depend on how consistently officials used it to minimise delays and improve efficiency.

Delivering the welcome and keynote address, DIPR Director Dr. Th. Charanjeet Singh, MCS, said the department's website was an important platform for disseminating information about government initiatives to the public and the media fraternity.

He said the website was first launched in 2017 and began functioning properly in 2025. However, the technology had become outdated and incompatible, raising concerns over security and the need for an upgrade.

Dr. Charanjeet Singh expressed gratitude to CubeTen Technologies Pvt. Ltd. for developing the relaunched website using modern technology to address these concerns.

He also highlighted the addition of online application facilities for the Manipur Working Journalists Pension Scheme and the Manipur Journalist Welfare Scheme. The new features will allow eligible members of the media fraternity to apply for the schemes through the portal.

The director said the E-Office system would eliminate the need to physically deliver hard copies of documents, simplify file processing and reduce the risk of files or documents being misplaced.

He called on DIPR officers and staff members to use the system actively and work collectively towards its successful implementation.

Dr. Haobam Joyremba, Managing Director and Chief Executive Officer of CubeTen Technologies Pvt. Ltd., described the website as an important public-facing platform for the department.

He said a government website remained accessible around the clock, unlike government offices that function during official working hours. This made the portal an important means of providing information to citizens regardless of their location.

Dr. Joyremba expressed confidence that the relaunched website would become a key source of authentic government news, improving access to information and promoting transparency.

He added that the launch was only the beginning and that regular updates would be necessary to keep the portal relevant and useful.

Emphasising DIPR's role as a link between the government and citizens, he said the accuracy and authenticity of published information were essential to the department's responsibilities.

A technical session on using the relaunched website was conducted by B. Guneshore Sharma, Senior Technical Lead and Project Manager at CubeTen Technologies.

The programme was attended by W. Phajatombi Devi, Additional Director, IPR; T. Ramesh Singh, Additional Director (P&D); and officers and staff members of DIPR and the Directorate of Information Technology.

The website relaunch and E-Office implementation are intended to strengthen information dissemination and modernise administrative processes within the department. Their effectiveness will depend on regular website updates, the timely publication of verified information and the consistent use of digital file management by government offices.
