Manipur Government Working to Facilitate Return of IDPs to Their Homes, Says CM Khemchand

CM Khemchand said Manipur is working to facilitate the return of IDPs, while Rs 2.19 crore in welfare assistance was distributed to eligible beneficiaries.

Imphal, Oct. 5: Chief Minister Yumnam Khemchand Singh said the Manipur Government has been working to facilitate the return of internally displaced persons (IDPs) to their respective homes since the formation of the new government on February 4, 2026.

Speaking at a programme organised under the Seva Sankalp Abhiyan at the City Convention Centre, Palace Compound, Imphal, on Monday, the Chief Minister said the government has held several rounds of talks with representatives of civil society organisations (CSOs) to address the trust deficit that has emerged during the crisis.

The programme saw the distribution of benefits worth around Rs 2,19,25,000 to eligible labour card holders, particularly IDPs, under various schemes of the Manipur Building and Other Construction Workers’ Welfare Board (MBOCWWB).

Of the total assistance, 2,531 beneficiaries received around Rs 1,42,05,000 under the Special Scheme for Financial Assistance for the Education of Children Staying in Relief Camps (IDPs).

Another eight beneficiaries received around Rs 19,00,000 under the Immediate Assistance in Case of Accident (Accidental Death) scheme, while 194 beneficiaries received around Rs 58,20,000 under the Natural Death Benefit scheme.

CM Khemchand said living in relief camps is difficult and that being unable to return to one's own home is deeply disheartening. He added that the crisis has caused suffering among innocent people in both the hills and the valley.

The Chief Minister also referred to the resumption of bus services between Imphal and Guwahati via Dimapur, saying the service has reduced the burden on sportspersons travelling outside the state for tournaments and students pursuing studies outside Manipur.

He said air travel is expensive and noted that around 450 to 500 passengers are using the public transport service every day.

According to the Chief Minister, many IDPs fled their homes with little or no belongings, and the government has been attempting to meet their requirements through various welfare schemes and by providing basic necessities.

He said around 2,531 IDPs are currently receiving assistance through Direct Benefit Transfer (DBT). Those who have not yet registered were urged to complete their registration with the concerned authorities to become eligible for the assistance.

On Mission Pathshala, Khemchand said the state government was making efforts to ensure that its benefits reach IDP students. He added that regular meetings were being held with representatives of displaced persons to address their grievances.

Rajya Sabha MP Adhikarimayum Sharda Devi said extending assistance and support to people in need remains a priority of the government.

Referring to Prime Minister Narendra Modi's stated vision of empowering weaker sections of society, she said various welfare schemes were being implemented at the grassroots level to benefit people in need.

Sharda Devi also praised Chief Minister Khemchand for his decision to travel by road to Jiribam district, describing it as an effort prioritising the welfare of the people of Manipur.

Tourism and Art & Culture Minister Khuraijam Loken Singh, MLAs, Chief Secretary Rajeev Singh Thakur, the Chairperson of MBOCWWB and other officials attended the programme.
