MPCC Submits Memorandum Seeking Probe, Police Reforms, and Policy Action After Tronglaobi Incident

MPCC submitted a memorandum to the Chief Minister on April 15 seeking probes into Tronglaobi and related incidents, police reforms, restoration of normalcy, compensation, and policy measures, alleging inadequate government response to ongoing violence.

IMPHAL — The Manipur Pradesh Congress Committee (MPCC) submitted a detailed memorandum to Chief Minister N. Biren Singh on April 15, seeking time-bound investigations, institutional reforms, and policy interventions following recent incidents of violence, including the Tronglaobi case in Bishnupur district.

 

The memorandum, submitted by MPCC president Okram Ibobi Singh, urged the state government to complete the investigation into the killing of two children and injury to their mother at Tronglaobi village on the intervening night of April 6 and 7, within a fixed timeframe and bring those responsible to justice.

 

It also called for the constitution of an Inquiry Commission under the Commission of Inquiry Act, 1952, to investigate the firing incident at a CRPF post in Gelmon village on April 7, where three individuals were killed and several others injured.

 

The MPCC further demanded immediate steps to control violent activities involving armed groups and individuals across Manipur, stating that law and order requires urgent intervention.

 

In the memorandum, the MPCC stated that Manipur has been experiencing a series of violent incidents since May 3, 2023.

 

It cited the Tronglaobi incident as one of the latest cases, resulting in the death of two children and serious injury to their mother.

 

The document also referred to continued tensions in Ukhrul and Kamjong districts, where incidents of violence and arson have been reported between communities, leading to deaths and prolonged disruption of National Highway 202 since February 8, 2026.

 

It further mentioned the killing of a BSF personnel on April 10 while on duty in the area, linking it to the broader security concerns in the region.

The MPCC stated that “no concrete action” has been visible so far from the government in addressing the situation arising from these incidents.

 

It alleged that the Manipur Police has become ineffective due to “vested interests and administrative failure,” and called for its restoration, reorganisation, reform, and strengthening as the primary agency responsible for maintaining law and order.

 

The memorandum also demanded that activities which erode the authority of the state in matters of law and order be stopped immediately.

 

It further urged the government to ensure accountability by completing and publicly releasing the findings of the Inquiry Commission set up by the Government of India on June 4, 2023, to investigate the violence that began on May 3, 2023.

 

The MPCC stated that essential services and public access remain affected in several parts of the state.

 

It highlighted restrictions on movement and disruptions impacting highways, healthcare facilities, educational institutions, and other public services.

 

The memorandum called on the government to ensure safe and unhindered access for citizens to their homes and essential services, and to take immediate steps to reopen National Highway 202.

 

It also stressed the need for facilitating dialogue among stakeholders to restore normalcy and prevent further escalation.

 

The MPCC sought compensation for victims affected by the violence since May 3, 2023, stating that the government must adopt clear and fair measures to deliver justice and provide financial and material support.

 

It also called for the formulation and implementation of an economic policy and package to address the impact of the ongoing violence on livelihoods and the state economy.

 

Further, the memorandum recommended deferring the proposed census and delimitation exercises until law and order is fully restored and a process is undertaken to distinguish citizens from non-citizens under the Citizenship Act, 1955.

 

It also urged the constitution of a Foreigners Tribunal for Manipur under the Immigration and Foreigners Act, 2025, to address issues related to illegal immigration.
